Braise the lamb:
- Heat the oil in a Dutch oven over medium-high heat. Brown the lamb in batches, then transfer it to a plate.
- Cook the onion for 4 minutes. Add the garlic and oregano, then sprinkle in the flour and stir for 1 minute.
- Return the lamb to the pot, add the stock, salt, and pepper, and bring to a gentle simmer. Cover and cook for 35 minutes, until nearly tender.
Bake:
- Heat the oven to 375°F (190°C). Transfer the lamb and its sauce to a greased 9-inch baking dish.
- Whisk the yogurt, eggs, melted butter, flour, and nutmeg until smooth. Spread it over the lamb.
- Bake for 35 to 40 minutes, until the topping is puffed and deeply golden. Rest for 10 minutes before serving.
