Toast the Rice:
- Toast the glutinous rice in a dry skillet over medium heat for 4 to 6 minutes, shaking often, until pale golden and fragrant. Cool, then grind coarsely in a mortar and pestle.
Cook the Chicken:
- Heat the oil in the skillet. Add shallots, garlic, and lemongrass and cook for 2 minutes. Add the chopped chicken and cook, breaking it into irregular small pieces, until fully cooked, about 8 minutes.
Dress and Serve:
- Take the skillet off the heat. Stir in fish sauce, lime juice, sugar, chili flakes, and toasted rice powder. Fold in mint, cilantro, and scallions. Serve with lettuce and cucumber.
