Make the dough:
- Grind the toasted sesame seeds with the cinnamon and anise until finely ground. Mix with the flour, salt, and baking powder.
- Add the egg, olive oil, orange blossom water, vinegar, and water gradually. Knead until a smooth, firm dough forms. Cover and rest for 20 minutes.
Shape the cookies:
- Divide the dough into 4 pieces. Roll each piece very thin and cut into small rectangles.
- Make short slits in each rectangle and weave the strips into a flower shape, pinching the center firmly so it holds during frying.
Fry and coat:
- Heat the oil to 350°F / 175°C. Fry the chebakia in batches for 2 to 3 minutes per side until evenly golden, then drain briefly.
- Warm the honey with the orange blossom water and lemon juice. Dip each hot cookie into the honey, drain over the pot, and sprinkle with sesame seeds.
- Arrange on a rack or tray and let the coating set before serving.
