Prepare the Rice:
- Drain the soaked rice. Bring the water and half the salt to a boil, add the rice, and cook until the grains are barely tender but still firm in the center, about 6 to 8 minutes. Drain well.
- Melt 1 tablespoon of the butter in a heavy lidded pot. Line the bottom with torn lavash, then add the drained rice in a loose mound. Drizzle with the saffron water and remaining butter.
Steam the Plov:
- Cover the lid with a clean kitchen towel, place it over the pot, and steam the rice over low heat for 35 to 45 minutes, until fluffy and tender with a crisp lavash crust at the bottom.
Cook the Lamb Garnish:
- Melt the remaining butter in a skillet. Cook the onion until golden, then add the lamb, turmeric, pepper, and remaining salt. Brown the lamb on all sides.
- Add the stock, apricots, prunes, chestnuts, and raisins. Cover and simmer for 20 to 25 minutes, until the lamb is tender and the fruit is soft. Serve the garnish beside the rice.
