Prepare the cutlets:
- Place each beef cutlet between sheets of parchment and pound to about 1/4 inch thick. Pat dry and season both sides with half the salt and the pepper.
- Set out the flour, beaten eggs mixed with water, and breadcrumbs in three shallow bowls. Stir the garlic, parsley, paprika, and remaining salt into the breadcrumbs.
Bread the beef:
- Dredge each cutlet in flour, shaking off the excess. Dip it in the egg mixture, then press firmly into the seasoned breadcrumbs so the coating adheres.
- Place the breaded cutlets on a rack and rest for 10 minutes while the oil heats.
Fry and serve:
- Heat the oil in a large skillet over medium-high heat. Fry the cutlets in batches for 3 to 4 minutes per side until deeply golden and the beef is cooked through.
- Drain on a rack for 2 minutes. Serve with lemon wedges, lettuce, tomatoes, and red onion.
