Simmer the pork:
- Place the pork belly, water, garlic, bay leaves, peppercorns, and salt in a stockpot. Bring to a gentle simmer, cover, and cook for 60 to 70 minutes until tender.
Dry the pork:
- Lift out the pork and pat it very dry. Place it skin-side up on a wire rack and refrigerate uncovered for at least 30 minutes, or overnight.
Fry until crisp:
- Heat the oil in a deep skillet to about 350°F (175°C). Fry the pork in batches, skin-side down first, until the skin is deeply golden and crisp, about 8 to 10 minutes per side. Drain on a rack.
Make the dip and serve:
- Stir together the vinegar, garlic, onion, chili, fish sauce, and sugar. Rest for 10 minutes, then slice the pork and serve with the dip and tomatoes.
